Our Rankings of Hegotá EIPs

TL;DR After Glamsterdam, a fairly complex network upgrade, we believe Hegotá should be a smaller maintenance upgrade. That view is reflected in the rankings below for consensus-layer EIPs proposed for inclusion in Hegotá.
Our rankings prioritize a small consensus-layer scope, clear near-term benefits, low implementation and testing complexity, and compatibility with the upcoming transition to decoupled consensus.
S Tier - Must ship
The CL headliner that helps preserve Ethereum's censorship resistance.
[EIP-8015] Remove `deposit` and `eth1data` fields
It is time to clean this up.
[EIP-8365] BLS withdrawal credential retirement
A very simple first step toward post-quantum readiness.
A Tier - High priority, expected to ship
None besides S Tier
B Tier - On the bubble, included individually
[EIP-8341] Partial Execution Payload Commitments
This would have ideally shipped as part of ePBS. It's a small change that we feel is worth fixing.
C Tier - Below the line, not disqualified
[EIP-7716] Anti-correlation attestation penalties
We strongly support the general idea of incentivizing validators to adopt better practices, including client and geographic diversity. However, questions remain about how this EIP would interact with decoupled consensus. It may be better to implement it after decoupled consensus ships.
[EIP-8025] Optional Execution Proofs
We are looking forward to the future of zkEVMs.
Time permitting, we would like to see this ship as part of Hegotá.
[EIP-8359] Beacon Block Reporting Field
As one of the co-authors of this EIP, I strongly believe it would give us a much clearer picture of the network's resilience to client bugs, with very little added complexity.
Time permitting, we would like to see this ship as part of Hegotá.

[EIP-8142] Block-in-Blobs (BiB)
Does not seem important enough for Hegotá.
[EIP-8146] Block Access List Sidecars
We share Lodestar's concern that BALs may not be released early enough in practice to make this worthwhile.
[EIP-8148] Custom sweep threshold for validators
We would like to see more data on how much demand there is for this since it significantly increases the beacon state.
We would like to see shorter slot times; however, we believe this is not something we can easily tack onto Hegotá.
This EIP may need to be the headliner of a future network upgrade and should account for the impact of decoupled consensus.
[EIP-8205] Withdrawal credentials preregistration
An EIP that fixes a very important issue. With the preparations for post-quantum, we believe there will be a better opportunity to fix this soon.
[EIP-8237] Independent CL/EL Sync
The benefits do not seem large enough to warrant a change of this size.
[EIP-8243] Batching Attestations at Source
This seems highly complex. If that complexity brings significant efficiency gains, we would be open to including it in a later network upgrade.
Should be considered for a future network upgrade.
[EIP-8333] Align Checkpoint with Epoch Boundary Block
Decoupled consensus seems like a higher-priority area of focus and could also address this issue.
[EIP-8334] Bundled Attestation Propagation
We're not sure the added complexity warrants the claimed benefits and would like to see more data on this.
We think this is likely too complex to add in Hegotá.
[EIP-8363] Tapered Issuance Burn
We are not opposed to changing issuance. However, we oppose the proposal in its original form for several reasons. Put simply, it was not sufficiently developed for a change of this magnitude.
[EIP-8367] Balance sunset for retired BLS validators
Needs broader community discussion and awareness before being included.
[EIP-8375] ePBS Mandatory Burn of Execution Rewards
Too complex to add to Hegotá. For now, we're also not sure whether this is a good idea in general.
We're not convinced this is something truly needed, but we are open to having our opinion changed.
